Norman "Wayne" Allen

Branch President

Norman "Wayne" Allen is the Branch President of the Charlotte Regional Processing and Distribution Center (RPDC) and the Charlotte Local Processing and Distribution Center (LPC) in North Carolina, where he represents approximately 1033 Mail Handlers, 728 are Union Members.

In his almost 32 years of employment with the Postal Service and 29 years as a Union Representative, Wayne has served in the American Postal Workers Union as President and Clerk Craft Director. Prior to becoming the Branch President, Wayne served as a Chief Steward. As Branch President, Wayne's responsibilities include but are not limited to ensuring enforcement of the National Agreement. He effectively challenges Management at every turn when fighting to create and hold on to Mail Handler jobs.

Wayne believes in the Union because it gives rights to the workers to better their lives and their families lives instead of having to hope that an employer will pay a decent wage or give any benefits to the workers.

Cynthia Brown

North Carolina State Representative

Cynthia Brown is the State Representative of North Carolina for Local 305, where she performs such duties as assigned by the Local President for the state of North Carolina. Cynthia has worked for the Postal Service for 28 years and has been a union member for all of those 28 years.

Cynthia has been a Union Representative for almost 20 years and has served Union members in both New York and North Carolina. During those years as a Union Representative, she has held numerous positions, as a Shop Steward, Lead Steward, and in addition to currently serving as the State Representative of North Carolina, Cynthia is also a Chief Steward and an Arbitration Advocate.

Cynthia believes that the Union is there to enforce the National Agreement, and as a Union Representative she believes in doing her due diligence to protect and defend all dues paying members.
